Project Overview
The City of Tucker has experienced a significant amount of growth in all our offered programs creating a need for additional parking at Tucker Recreation Center. At the same time, the popularity and community demand for pickleball over the last several years has increased. Our Parks & Recreation Department strives to provide opportunities for people to participate in many activities and particularly this multi-generational sport. While pickleball is currently played on existing dual-use outdoor tennis courts and indoor basketball courts, there are currently no facilities dedicated exclusively for pickleball play. The Tucker Parks & Recreation Department has been seeking a suitable location to build dedicated pickleball courts.
DESCRIPTION:
Construct 12 pickleball courts and add approximately 40 – 50 parking spaces for both the courts and TRC and address the need for improving and upgrading the stormwater issues to the rear of the TRC. This will provide adequate space for growth of pickleball events/activities and parking for these activities and the growing programs at TRC.
OBJECTIVES:
- Create a 12 court pickleball facility for open and scheduled play
- Expand parking for the additional courts and TRC programming
- Improve access to the east side of TRC for proper access to courts and parking
- Improve sanitation disposal area/access
- Create access to the TRC gymnasium entrance from the new facility
- Plan for restrooms and pavilion on site (possible future addition)
- Improve stormwater controls and runoff
PUBLIC PRESENTATIONS/COMMUNITY ENGAGEMENT:
- October 2022: Council and public presentation
- November 2022: Public input with TRC and Rosenfeld Park
- March 2023: Council approval of TRC design and engineering proposal with Root Design Studios
- April 2023: Presented to Council during the budget process requesting funding
- April 2024: Presented to Council during the budget process requesting additional funding

- January 2025: Sound Study/Alternate Site Analysis and presentation to Council
PROPOSED PROJECT FUNDING and COST ESTIMATE:
- City of Tucker FY 2023 approved funding request ($1.85M) ($1.25M and $600K alternate (APRA) funding for stormwater control)
- City of Tucker FY 2024 approved funding request ($1.0) (replace $600K alternate (ARPA) funding and $400K for adjustments required by GDOT to the driveway)
- Opened bids on Oct 10, 2024; base bid $2,600,000 with the add alternate pavilion/restroom $385,000 ($2,985,000 project total).
- City of Tucker (proposed) FY 2026 funding request ($1,134,990) which includes $735K for the additional base bid and add alternate, $149,250.00 contingency (5%), $250,470 Construction, Engineering, Inspections (up to 8% of PO Total)

Project Updates
PROJECT STATUS (FEBRUARY 2025):
After the bid opening in October 2024, the City hosted a community meeting in November for resident feedback and concerns. As a result of the meeting on November 7 the City of Tucker decided to postpone the contract award to allow further due diligence based on the feedback from the meeting.
The City conducted both an acoustic/sound study for the proposed TRC location as well as an alternative site analysis. The results of the acoustic/sound study and the alternative site analysis were presented to Mayor and Council on January 27, 2025. You can view the results on the documents tab on this page.
A Parks and Recreation Departmental presentation is scheduled for Monday, February 24, 2025 at the monthly Mayor and Council work session meeting with questions and answers from the Mayor and Council with discussion.
At this time, no action is planned beyond the February 24, 2025 presentation.
PROJECT STATUS (December 20, 2024):
As a result from the community meeting held at the Tucker Recreation Center on November 7, the Mayor and Council of the City of Tucker have decided to put the current project, as it was presented, on pause to refocus and reassess the need, best location and impact of additional pickleball courts.
Several concerns were raised including:
- Presented location of the empty field beside the Tucker Recreation Center and its proximity to residences
- Noise levels of pickleball play and participants and its proximity to residences
- Traffic impact
- Adequate parking
- Intrusive lighting
- Programming hours of operation
The city continues to be in the due diligence phase of this project. As happens with many projects, when the design comes back and, in this case, three construction bids along with considerable public feedback, it is prudent to take time to consider all that new information and determine what, if any, the path forward might be. Due diligence includes, but isn’t limited to, the impact of implementing citizen requests, consideration of an alternative site, and a broader look at the use of the existing recreation center space. Some of the suggestions necessitate consultation with engineers and other subject matter experts, and that can take time.
In terms of a vote or a decision, there is no deadline or target date. City staff will consult with the experts they need in order to present a thorough update to council and constituents. Per policy direction from the City Council, staff is compiling information to bring to an upcoming Council meeting. At this time, no action is planned on the recent bid.
