City Council Wrap Up – 3.11.2024

Mayor Frank Auman called the March 11 City Council Meeting to order at 7 p.m. This was followed by a performance of “The Star Spangled Banner” led by the Tucker Middle School Chorus under the guidance of teacher Mr. Donte May. They then led the Pledge of Allegiance.
Next, Mayor Auman presented certificates to the 27 graduates of the University of Government Affairs Tucker’s Class of 2024.
Following Public Comment, the Mayor and Council approved the consent agenda 6-0. In addition to last month’s meeting minutes, these included approval of contract awards for minor stormwater infrastructure improvements in the City.
Community Development Director Courtney Smith then presented the second readings of two zoning ordinances. One establishes zoning on the unused property at Fern Drive and Montreal Drive that the Mayor and Council voted to abandon earlier this year and is the second step in a process to sell the property to an adjacent property owner. This was approved 6-0. The next presented ordinance proposed amending the City’s Zoning Code to create a new zoning district, NL-PUD, in the Northlake area and allow for the proposal of planned unit developments, or PUDs. The Mayor and City Council approved the amendment 6-0.
The meeting moved along to new business, and the Mayor and Council heard the first reads and public hearings of multiple zoning items:
- a Special Land Use Permit application for a personal care home along Lawrenceville Highway
- a zoning modification to allow for a compound pharmacy on Fellowship Road
- a code amendment to increase multifamily density and adjust permitted building heights in the Downtown Special Zoning Districts
Finance Director Beverly Hilton presented a FY2024 budget amendment to move $5.5 million from the general fund to the capital fund and to create three new, specific funds:
- Streetlights Special District Fund of $425,000
- Traffic Calming Special District Fund of $10,000
- SPLOST 2 for $1,040,000
The Mayor and City Council approved the amendment 6-0.
Finally, City Engineer Ken Hildebrandt presented two contract awards for consideration. The first was a contract of $3,081,853 to Georgia Paving for full depth reclamation and resurfacing; in addition to our yearly road resurfacing, this would allow for certain deteriorating roads to be reconstructed, beginning with a new cement base. This was approved 6-0. The next, $136,500 for engineering design of Richardson Street, was awarded to Falcon Design 6-0.The Mayor and Council recessed to executive session at 9:28 p.m. and returned to adjourn the meeting at 10:21 p.m.
