City Council Wrap Up – May 10, 2022

City Council Meeting

May’s regular scheduled City Council meeting was held on May 9, 2022 at Tucker’s City Hall. The Mayor and City Council welcomed new Tucker Middle School Principal Dr. Debbie Satterfield back to the Tucker Cluster. Two proclamations followed, one to name May 12, 2022 Tucker Manufacturing Day and the other to honor City Clerk, Bonnie Warne for her service and recognize National Clerk Week, May 1-7.

Old business began with a second read and vote on the Tucker Exchange Special Land Use Permit to allow a mixed-use, multi-family development at 2059 Northlake Parkway. This SLUP included four concurrent variances for 1) increased front yard setbacks, 2) parking in the front yard, 3) the elimination of block and street stub-out requirements and 4) the elimination of inter-parcel access requirements. Mayor and Council voted 6-1 to approve all four concurrent variances and 5-2 to approve the SLUP.

Next up, Director of Finance Beverly Ragland presented the second read for the Fiscal Year 2022 Budget Amendment that combines and streamlines existing capital project lists. City Council voted unanimously to amend the amendment to keep the designated dog park money separate and then voted unanimously on the Fiscal Year 2022 Budget Amendment.

New Business followed and started with a first read and public hearing of an ordinance to the Mayor and Council for a Special Land Use Permit to allow a drive-through restaurant and four concurrent variances for 1) drive-through locational requirements, 2) setback requirements, 3) inter-parcel access requirements, and 4) transitional buffer requirements at 4435 Hugh Howell Road and 2239 Dillard Street for Chick-Fil-A, Inc. This item is back in front of Council on its third process cycle since beginning in September of 2021. Mayor and Council will hear the second read and vote at the June 13 regular scheduled meeting.

Next on the agenda was a first read and public hearing of an ordinance for a rezoning from R-75 to RSM to allow for a townhome development at 3207, 3217, 3227, 3259 Lawrenceville Hwy and 3563 Bishop Drive for Embry Development Company. This item is scheduled for a second read and vote also at the June 13 regular scheduled meeting.

Council then voted unanimously to award a Task Order Contract to provide schematic design, construction documents, permitting, bidding and construction administration for the Johns Homestead Park and Dam Improvement Project. Followed by the unanimous approval of the Georgia Fund 1 Resolution to Authorize Investment, this is to update the signature card for bank accounts for the City. The resolution to designate the days for which City Hall will be closed April 1, 2022 through December 31, 2022 and specifically to add June 20, 2022 in celebration of Juneteenth was approved unanimously.

Following the traditional comments from Mayor and Council they retired to executive session for the purpose of discussing personnel. When Council returned no action was taken and the meeting was adjourned at 12:01 a.m. May 10, 2022.

The next meeting of the Mayor and City Council will be on Monday May 23 at 7 p.m. at City Hall (1975 Lakeside Pkwy., Suite 350B).
