City Council Update – May 2022

The Mayor and Council started April business with a special called meeting on April 11 for the purposes of executive session that resulted in no action taken. This was then followed by the regular scheduled meeting.

Council was presented with two staff reports. The first report was on the initial draft of the Fiscal Year ’23 budget. Council is expected to vote on the budget June 13. The second report was from the city engineer on various capital projects.

Business continued with a scheduled second read and public hearing for a Special Land Use Permit (SLUP) to allow a mixed-use, multi-family development on Northlake Parkway. To allow the applicant to have  further discussion of the proposed requests and conditions, staff recommended a deferral and Council voted 6-1 to defer the project until May 9. The Council then heard a second read and held public hearings for a pair of rezonings at 1220 and 1250 Richardson Street. Staff recommended both be deferred to allow time to complete the required improvements to the property before moving forward with the rezoning. Council voted unanimously for the deferral. Council also had a unanimous vote to extend the moratorium on the acceptance and processing of light industrial parcels.

This was followed by a first read and public hearing of an ordinance to amend the Fiscal Year ’22 budget. Council was then presented with three contract approvals: one for the Hugh Howell Road Multi-Use Trail Project, one for the Cooledge Road Sidewalk Project and another for Field 3 Bathroom/Dugout Improvements at Fitzgerald Field. All three were approved by the Council unanimously.

During this meeting the Council confirmed the Mayor’s reappointment of three Construction Board of Appeals members. The Construction Board of Appeals hears appeals of decisions and interpretations of the building official and considers variances from the technical codes. It consists of three members.

Later in the month the Mayor and City Council held two meetings on April 25. The first was a special called meeting that went directly into Executive Session. No action was taken and the meeting was adjourned. A work session followed with the second draft of the Fiscal Year ’23 being the sole item for discussion.

As the budget process is a lengthy one, the Mayor and Council decided to suspend discussion and reconvene on May 2 at 7 p.m. to continue the Fiscal Year ’23 budget discussion.
